Chagnon, representing Advisory Neighborhood Commission 4A, challenges a decision of the District of Columbia Board of Zoning Adjustment (BZA) approving the issuance of a certificate of occupancy to Metro Day Treatment Center ("Metro Day").1 We agree with Chagnon that the BZA erred in concluding that Metro Day is entitled to the certificate of occupancy as a "child/elderly development center...
