After a fall at work, Walter Banks ("Banks") sought workers' compensation benefits, penalties and attorney fees. The Office of Workers' Compensation, District 1W (the "OWC"), the Hon. Larry Butler presiding, denied his claim, and Banks now appeals. For the following reasons, we affirm.
