R.F. petitions for review of an order of the Secretary of the Department of Public Welfare (DPW) upholding the Bureau of Hearings and Appeal's (Bureau) dismissal of his appeal on the basis that his nolo contendere1 plea to the crime of Endangering the Welfare of a Child, 18 Pa.C.S. § 4304,2 formed a proper basis for a "founded report" of child abuse.
