The Workers' Compensation Commission affirmed and adopted the opinion of an Administrative Law Judge, who found that the appellant, Charles Whitlatch, failed to prove that he was permanently and totally disabled. The ALJ found that appellant was entitled to only 50% wageloss disability benefits beyond the 9% anatomical rating assigned by appellant's physician.
