The Philadelphia Housing Authority (PHA) appeals from the July 19, 2002 order of the Common Pleas Court of the First Judicial District (trial court) holding PHA liable in the amount of $50,000 for injuries sustained by Latif Wheeler Govan (Govan) as a result of a dog attack on PHA's premises. In doing so, the trial court held that an order entered earlier in the case by another judge was the law of the case with respect to PHA's sovereign...
