Jean Freeman (Freeman) appeals the district court's1 adverse grant of summary judgment in her action alleging race discrimination in the allocation of federal block grant funds. Upon de novo review, see Rowe v. Union Planters Bank of S.E. Mo., 289 F.3d 533, 535 (8th Cir.2002), we affirm.
