Michigan prisoner James L. Howard ("Howard") appeals from the district court's dismissal of his § 1983 suit for lack of subject matter jurisdiction on the basis of the Rooker-Feldman doctrine. Howard had filed suit against William C. Whitbeck ("Whitbeck"), Chief Judge of the Michigan Court of Appeals, and Maura D. Corrigan ("Corrigan"), Chief Justice of the Michigan Supreme Court, alleging that he had been denied access to the courts...
