¶ 1 The state appeals from an order of the juvenile court dismissing with prejudice a citation charging Arnulfo G. ("Juvenile") with two misdemeanor driving under the influence ("DUI") offenses, as well as other traffic violations. Juvenile turned eighteen in January 2003 while this appeal was pending and filed a motion to dismiss the appeal as moot.
