Dr. Oparaugo Udebiuwa appeals from the decision of the D.C. Board of Medicine to discipline him for engaging in an inappropriate social and sexual relationship with a former psychiatric patient. See D.C.Code § 3-1205.14(a)(26) & (28) (2001).
