MEMORANDUM OPINION

MOORE, District Judge.

Defendant has moved to suppress a gun that was seized on the early morning of April 25, 2002 during the J'ouvert festivities of St. Thomas's Carnival. After careful consideration of testimony provided at the evidentiary hearing, oral argument, and supplemental briefing by the parties, I find that the police officers had reasonable suspicion to stop and frisk the defendant as well as probable cause to arrest him....
