More than three years after he entered the United States, Somalian refugee Keyse Jama pleaded guilty to third degree assault in Minnesota state court. As a result of this felony conviction, the Immigration and Naturalization Service (INS)1 initiated removal proceedings against Mr. Jama as an alien who had been convicted of "a crime involving moral turpitude." See 8 U.S.C. § 1182(a)(2)...
