Sandra Cox filed for disability benefits and Supplemental Security Income (SSI) on March 10, 1999, alleging an inability to work since February 5, 1998. The Commissioner denied both her initial request for benefits and her subsequent request for reconsideration. She appealed, and an administrative law judge (ALJ) heard her case on April 20, 2000.
