This Court issued a writ of certiorari in the instant case primarily to review a Court of Special Appeals' holding that a government agency and government officials were entitled, under the so-called "collateral order doctrine," to prosecute an immediate appeal from interlocutory trial court orders overruling the defenses of sovereign immunity and public official immunity.
