The appellants (Firefighters) in this case are a group of 98 Omaha firefighters who contend that the January 1, 1998, merger of the Millard Suburban Fire Protection District (Millard) with the Omaha Fire Department (Omaha) triggered Omaha Mun.Code, ch. 23, art.
