Jose Mauricio Mendez-Villa entered a guilty plea to a charge of being found illegally in the United States subsequent to his February 1994 deportation. The presentence report ("PSR") recommended, pursuant to U.S.S.G. § 2L1.2(b)(1)(A), a sixteen-level increase to Mendez-Villa's base offense level of eight.
