Plaintiffs Scot Wallace Dawson and Victoria Dawson brought this action against Sheriff Sam Page, Roger Hair, J.V. Thomas, and Randolph Howell of the Rockingham County Sheriff's Department, among others, arising from their alleged use of excessive force.
