OPINION

MOORE, Circuit Judge.

The United States, which had been granted summary judgment on its Clean Water Act action against defendants Alice Pauley and Joseph Morrison, appeals from the district court's sua sponte order that vacated the $25,000 fine that the district court had previously imposed. Because the district court lacked the power to grant such relief sua sponte, we REVERSE
