After determining that she had misappropriated the personal funds of Chester Riggins, a 91-year-old nursing home resident under her care, the Division of Aging ("Division") of the Missouri Department of Social Services1 notified Beverly Ann Wells of its intention, under section 198.090.15,2 to place her name on the Department's official Employee Disqualification List (EDL)
