This case arises from injuries sustained by the plaintiff, Azmi Eslaih, when, while standing on the shoulder of the interstate highway where his taxicab had stalled late one night, he was pinned between his taxicab and a second family owned vehicle when his cab was struck by a vehicle driven by defendant, Marc Williams. Mr. Eslaih alleges that at least two New Orleans police cruisers passed him and his stalled vehicle on the night in question...
