Plaintiff Joseph Weber has a long history of litigation against his employer, the United States Postal Service ("USPS"), all of it somehow relating to an injury to his right shoulder and his resulting inability to work as a full-service mail carrier.1 This litigation history includes thirteen federal lawsuits that failed to progress beyond the pleadings stage.
