Defendant John Novero had served as the director of classification and treatment at the Plymouth County house of correction for a little over eight years before the plaintiff, Joseph F. McDonough (sheriff), was elected to the position of sheriff in November, 2000. Upon his election, the sheriff began reorganizing the department.
