Petitioner was found guilty of violating the prison disciplinary rules prohibiting inmates from participating in demonstrations and refusing to obey direct orders. The charges arose out of an organized inmate demonstration that took place in June 2002 at Five Points Correctional Facility in Seneca County, which included a work stoppage on the part of over 50 inmate food-service workers.
