The defendant, John Stegman, began serving a term of supervised release on September 21, 2001. In March 2002, Stegman refused to comply with an order from his probation officer to submit a blood specimen pursuant to the DNA Analysis Backlog Elimination Act of 2000, 42 U.S.C. § 14135 et seq.
