Continental Casualty Company appeals from the district court's dismissal for want of jurisdiction of Continental's suit for judicial review. Continental sought review of the Texas Workers' Compensation Commission's decisions that (i) Continental did not file a timely appeal with the Commission's appeals panel and (ii) claimant, Esther Rivera, sustained a compensable injury.
