Plaintiff Eric H., by his parents John and Janet H. appeal the decision of the Pennsylvania Special Education Appeals Panel ("Appeals Panel") under the Individuals with Disabilities Education Act ("IDEA"), 20 U.S.C. § 1400 et seq., and § 504 of the Rehabilitation Act, 29 U.S.C. § 794.
