I. INTRODUCTION

The main question in this case is whether resolution of an equitable inquiry into a contractor's substantial compliance with state licensing requirements deprived the district court of jurisdiction over the contractor's suit for compensation. We find that the district court had jurisdiction over the case and that transfer to the superior court was unnecessary...
