Steven Jenkins appeals the decision of the Labor and Industrial Relations Commission dismissing his appeal from his disqualification from unemployment benefits because he did not "appear" at a telephone hearing before the appeals tribunal. On appeal, Mr. Jenkins requests a new telephone hearing on the grounds that he did not appear at his first hearing because he failed to properly read the notice of that hearing.
