On May 13, 2001, Camille Pollard attempted to board an airplane departing from the United States Virgin Islands ("Virgin Islands") and destined for New York City. At the Departure Control Checkpoint ("Checkpoint") located in the airport, an officer of the Immigration and Naturalization Service (INS) questioned Pollard regarding her citizenship.
