This appeal concerns whether a parcel of property owned by Mary Livingston is subject to a special assessment that was imposed by the Town of Mt. Pleasant to fund the widening and improvement of Patriots Point Boulevard. The assessment was adopted pursuant to the Municipal Improvement Act of 1999.1 The circuit court upheld the assessment, and Livingston appeals. We affirm.
