The St. Paul Companies (St. Paul), the plaintiff here, is a workers' compensation insurer who paid the claim of an injured employee and then discovered information suggesting that, from the outset, the claim had been the responsibility of the defendant, TIG Premier Insurance Company (TIG), another workers' compensation insurer.
