On April 3, 2003, this court held a hearing on defendant William Terrence Cross' ("Cross") motion to dismiss for lack of jurisdiction. Cross is charged with violations of 18 U.S.C. § 1512(b)(1), witness tampering, and 18 U.S.C. § 1513(b)(2), retaliating against a witness.
