Amadu Bah ("Bah") seeks review of a final order issued by the Board of Immigration Appeals ("Board") dismissing his appeal of two adverse decisions of an Immigration Judge ("IJ"). The IJ determined that Bah was ineligible for withholding of removal under the Immigration and Nationality Act ("INA"), 8 U.S.C.A. §§ 1101-1537 (West 1999), because he participated in the persecution of others based on their political opinion. See 8 U.S.C.A....
