As part of an investigation into "chop shops" that were allegedly reselling stolen vehicles and vehicle parts, police inspected the vehicle identification numbers (VINs) of various salvaged vehicles that had been restored and resold. They seized the vehicles without warrants, alleging that each vehicle's public VIN (stamped on a metal plate on the dashboard and on stickers located throughout the vehicle's interior) did not match its confidential...
