This case arises from the termination of Pine Bluff Police Chief Nathaniel Clark by the Pine Bluff Civil Service Commission. Clark appealed the Commission's decision to the Jefferson County Circuit Court. His appeal was dismissed without prejudice due to his failure to comply with the requirements of Arkansas Inferior Court Rule 9. Clark now appeals the order of dismissal entered by the circuit court.
