This pro se action, filed on or about August 22, 2003 by Zion Tsabbar ("Plaintiff"), is the first federal court action in a long-running landlord-tenant dispute over Plaintiff's dental office coop at 17 East 89th Street, New York, New York, which has been litigated on many occasions in the New York State courts.
