This appeal requires us, for the first time, to interpret the meaning of the word "affiliate" in Ark.Code Ann. § 23-90-101 et seq. (Repl.1999), known as the Arkansas Property and Casualty Insurance Guaranty Act (hereafter also referred to as the Guaranty Act or Guaranty Fund). We granted appellant Harold Ives Trucking Company, Inc.'s motion to certify the appeal to this court in order to address this question of first impression.
