This is an appeal from the trial court's grant of the State's plea to the jurisdiction. In 1992, appellant, Ray Clark, brought a breach of contract suit against Chase International in a Texas state court. In 1993, the lawsuit was removed to a Texas federal district court, which, in turn, transferred the case to a federal district court in Connecticut. Following an unfavorable result in Connecticut, in 2002, Clark sued the State...
