I. INTRODUCTION

Plaintiff Bruce S. Baron, a corrections officer, brings this action pursuant to 42 U.S.C. § 1983 against his employer, the Suffolk County House of Correction ("the Department"), claiming he was forced to resign due to co-worker harassment in retaliation for his reporting a fellow officer's misconduct in violation of the institution's "code of silence."1
