Mary Hampton filed a complaint in the Middle District of Georgia on February 12, 1999, under the False Claims Act, 31 U.S.C. §§ 3729-3733. The Act allows a private person (a relator) to bring a qui tam civil action "in the name of the Government," id. § 3730(b)(1), and to receive part of any proceeds of the suit, id. § 3730(d).
