¶ 1 Sanderson Lincoln Mercury, Inc. ("Sanderson") appeals a judgment affirming the decision of the Arizona Department of Transportation and its director (together "ADOT") that Sanderson lacked standing to object to the plans of Ford Motor Company ("Ford") to establish an additional Lincoln Mercury dealership on a county island within the exterior boundaries of the incorporated City of Phoenix ("City").
