RULING AND ORDER

CHATIGNY, District Judge.

Plaintiff brings this action against her long-time employer, the State of Connecticut Department of Public Health ("DPH"), claiming that DPH has subjected her to a number of adverse employment actions in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000 et seq., and the First Amendment. DPH has moved for summary judgment on the Title VII claims.1
