Plaintiff Charles Munafo brought an action against his former employer, Staten Island Rapid Transit Operating Authority ("SIRTOA"), and various individual defendants acting as its agents, under 42 U.S.C. § 1983, alleging that SIRTOA terminated him in retaliation for exercising his First Amendment right to free speech.
