This is an appeal from a forfeiture proceeding in which Robert Edward Anderson III's 1995 Dodge pickup truck was forfeited to the state. Anderson argues that the forfeiture was improper because there was no evidence that the truck was contraband. Because we find that the evidence supporting the judgment created no more than a mere surmise or suspicion of the truck's involvement...
