Sovann Khem, a native and citizen of Cambodia, entered the United States on July 13, 1997, and applied for asylum on December 3, 1997. Khem claims a well-founded fear of persecution based on her political opposition to the Cambodian People's Party (CPP) and her husband's death while fighting CPP troops.
