On April 13, 1995 the claimant, Lee Long, was convicted of first degree rape and robbery and two counts of sexual abuse in the first degree. He was sentenced to two terms of 8 to 24 years. On April 28, 1997 Mr. Long's judgment of conviction was unanimously affirmed by the Appellate Division. On July 23, 1997, his application for leave to appeal to the New York State Court...
