Victor Vega-Encarnación appeals from a district court order granting defendants' motion to dismiss his civil rights complaint against eight federal officials.

According to Vega's complaint, on February 2, 2001, Probation Officers Babilonia and Encarnación-Canales telephoned Vega and ordered him to report to the Probation Office in Hato Rey, Puerto Rico. At the time, Vega was serving a five-year term of supervised release. When...
