ANDERSON, J.:

Georgia-Carolina Bail Bonds brought an action seeking to enjoin the Aiken County Clerk of Court from assessing a $150 fee for each license their bondsmen possessed. After a nonjury proceeding, the circuit court refused to enjoin the Clerk of Court from charging the fee. We reverse.
