OPINION OF THE COURT

Per Curiam.

The respondent was served with a petition containing 25 charges of professional misconduct. Charges 1, 16, 24, and 25 were withdrawn, and Charges 3, 12, and 15 were amended. The respondent stipulated to almost all of the factual allegations contained in all of the charges, as amended, that were not withdrawn. After a hearing, the Special Referee issued a report that appears to exculpate...
