{¶ 1} Appellee-claimant, Steven Romans, was injured on the job on November 17, 1992. A workers' compensation claim was allowed, and claimant was treated regularly over the next six years.

{¶ 2} Claimant moved appellee Industrial Commission of Ohio for permanent partial disability compensation in March 1999. The commission denied his request, finding that the claim had lapsed...
