Petitioner, sister of former tenant of record, seeks succession rights in a public housing apartment. When the tenant of record moved, petitioner requested to be deemed a "remaining family member" and succeed to the tenancy of her sister's apartment. The New York City Housing Authority (NYCHA) denied the application, as she was not part of the original family and management had not approved her as a permanent household...
